Yemen’s PLC Reaffirms Its Unity, Orders Legal Review of Unilateral Decisions

Yemen’s Presidential Leadership Council (PLC) on Thursday pledged its unity and collective leadership after weeks of internal tensions, while directing its legal team to review recent and past unilateral decisions, including appointments issued by Vice President Aidrous Al-Zubaidi earlier this month.


In a statement, the PLC said it was committed to "partnership and collective responsibility" under the 2022 power-transfer declaration that established the council. It tasked its legal support team to examine all decisions made since 2022 that may conflict with the declaration, and to present recommendations within 90 days.


The council also instructed an immediate review of the appointments announced by Al-Zubaidi in September, which included 13 posts in Southern ministries and governorates. The statement said the legal team may consult the military and security committee for decisions related to those sectors.


The announcement comes amid escalating disputes within the PLC, with several members warning in recent weeks that unilateral decision-making has deepened divisions.


Independent analysts have viewed Al-Zubaidi’s appointments as part of a broader struggle over the council’s decision-making mechanisms.


Regional mediation has been underway in Riyadh in recent days, aiming to bridge disagreements between PLC Chairman Rashad Al-Alimi and other members. 


According to informed sources, PLC members have already met with Saudi and Emirati officials in Riyadh and, for the first time in months, held an almost full meeting attended by seven members, with Othman Mujalli absent, as shown in a photo released by the state-run Saba news agency.
