International Organization Calls for Restructuring Yemen's PLC, Establishing Separate Governments for North and South

The International Organization for Least Developed Countries (IOLDCs) urged the United Nations Human Rights Council on Sunday (October 5) to adopt a proposal to restructure Yemen’s Presidential Leadership Council and establish two transitional governments - in the North and South, with support from the Yemen Quad (the United States, Saudi Arabia, the UAE, and the United Kingdom).


During a Council session in Geneva, the organization stated that the Yemeni crisis "extends beyond capacity-building and technical cooperation," and urged the Council to adopt targeted strategies to tackle the "deeper political structures fueling the conflict”.


The organization proposed that the Human Rights Council call on relevant UN bodies and the Yemen Quad to transition from conflict management to pursuing a sustainable settlement.


It further recommended that Yemeni parties, with support from the UN Security Council and the Yemen Quad, "ease internal tensions by restructuring the Presidential Leadership Council into a simpler model composed of an honorary president and two vice presidents —one for northern affairs and the other for southern affairs."


Additionally, the IOLDCs recommended forming two separate transitional governments: one focused on reclaiming Sana'a from Houthi control and rebuilding governance institutions in the North; and the other dedicated to rebuilding southern institutions in preparation for a future Southern federal state that guarantees the rights of its people.


The organization also called for enhancing capacity building of the Southern Transitional Council (STC) and recommended establishing a "Northern Transitional Council" to help lay the foundation for a Northern government and the recovery of areas under Houthi control.


The organization stated that "these measures aim to prevent the recurrence of future conflict and promote inclusive governance and sustainable peace in Yemen”.


The International Organization for Least Developed Countries (IOLDCs) is a non-governmental organization based in Geneva, focused on advocating for issues affecting developing and least-developed countries at the United Nations and other international forums.


The organization frequently submits written and oral statements during Human Rights Council sessions, calling for long-term political and developmental solutions in fragile states, including Yemen, Sudan, and Afghanistan.
