On Sunday, January 26, Vice President of the Southern Transitional Council (STC) and member of the Presidential Leadership Council (PLC) Faraj Al-Bahsani met with the head of the Hadramout Tribal Confederacy, Sheikh Amr bin Habrish, to discuss the latest developments in the Governorate.

In a statement posted on his X account, Al-Bahsani said that he visited the headquarters and leadership of the Hadramout Tribal Confederacy in the Al-Ulaib area in the Ghail bin Yamin District.

"Al-Bahsani discussed with the leadership of the Hadramout Tribal Confederacy the current developments in the governorate. He reviewed the most prominent developments on the local scene and the measures approved by the PLC as part of the plan to normalize the situation in Hadramout," the statement added:

“The discussions touched on the need to find a mechanism to implement the PLC's plan, which aims to improve the security, service and development conditions in the governorate.”

The statement said that Al-Bahsani stressed on the importance of cooperation and joint coordination between the various parties.

The Southern official stressed on the pivotal role played by the Hadramout Tribal Confederacy in supporting efforts to normalize the situation and enhance security and stability in the governorate.

The visit comes days before the deadline set by the Hadramout Tribal Confederacy for the PLC to determine a timetable for implementing the Hadramout initiative announced on January 7.

The initiative includes allocating the proceeds from the sale of crude oil stored in the Ad-Dabba and Masila facilities to build two power stations - in the Coast and in Wadi Hadramout -, in a move aimed at strengthening the deteriorating energy sector in the governorate.

The plan also includes the establishment of a general hospital in the Al-Hadaba area (Ghail Bin Yamin Directorate) funded by the proceeds of PetroMasila’s diesel stock, in addition to a pledge to investigate allegations of corruption attributed to the company, to ensure transparency and accountability.

The proposal includes measures aimed at involving Hadramis in the armed forces and security services, in accordance with legal systems and national recruitment standards.

In addition, it includes steps for strengthening the management of local and national resources to serve development and reconstruction plans through partnership with the government and the regional and international donor community.

On January 15, an informed source told the ‘South24 Center’ that during a meeting of the PLC on January 14, the PLC Chairman Rashad Al-Alimi blocked an agreement on a time-bound mechanism to implement the matrix for Hadramout. The source warned of the return of tensions in Hadramout and of the tribes resuming their siege of the oil fields and cutting off fuel supplies to the electricity generators of the capital, Aden.
