In a statement on Tuesday (December 23), the members of the Security Council reaffirmed their support for the efforts of the UN Special Envoy for Yemen and their commitment to working towards achieving lasting peace and prosperity for the Yemeni people.
The Council stated that "continued escalation, including recent developments, in Yemen is not conducive to making progress," calling for "de-escalation" and encouraging "the strengthening of diplomatic efforts by all parties and relevant regional actors."
The Security Council underscored its "continued strong support for efforts aimed at reaching a political settlement and ultimately ending the suffering of the Yemeni people."
The members of the Security Council reiterated their "strong commitment to the unity, sovereignty, independence, and territorial integrity of Yemen," as well as their support for "the Presidential Leadership Council and the Government of Yemen."
The Council also reaffirmed its "condemnation in the strongest terms of the continued detention by the Houthis of United Nations personnel, national and international non-governmental organizations, civil society organizations, and diplomatic missions."
The members of the Council expressed their "grave concern regarding the safety and well-being" of those detained since 2021, 2023, 2024, and 2025, in addition to those detained since December 18, 2025.
The Council reiterated its "demand for the immediate and unconditional release of all those detained by the Houthis," stressing that "all threats targeting humanitarian and relief workers are unacceptable and contribute to exacerbating the deteriorating humanitarian situation."
